Keywords: speech reading, speaking to deaf, deaf students Speaking is one of the media to convey the message in the form of spoken language. Speech reading is a technique to read lips movements, this technique is a technique that usually used by deaf student teacher to teach speaking in English. This study discusses the using of speech reading in teaching ability to speak English in students with hearing impairment. The formulation of the problem in this study is "how is the implementation of speech reading in teaching speaking skill English to deaf students" and what are difficulties experienced by teachers in teaching speaking skill in English using speech reading techniques. The purpose of this study is to know the implementation of speech reading in teaching speaking skill English with speech reading and to describe the difficulty of teachers in teaching speaking skill English using speech reading. In this research the researcher uses narrative inquiry method with qualitative approach, the research subjects are English teacher in SLB-B Negeri Tulungagung and researcher as teacher assistant in teaching in speaking class of deaf student, the instrument used by the researcher is interview, observation and documentation. To verify data from the research findings using source triangulation. The data analyses in this research researcher uses four steps namely, data reduction, re-story, data display and drawing conclusion. After conducting interviews, observation and collecting documentation related to the research, the researcher found out that the implementation of speech reading in teaching English speaking classes in SLB-B Negeri Tulungagung is, speech reading used by teacher to explain English vocabulary and how to pronounce the vocabulary. While in teaching the grammar component the teacher does not use speech reading, but speech reading is used to clarify sign language. Difficulties of teachers in teaching speaking skill in English using speech reading is, speech reading cannot stand alone as a whole because the technique needs a process and enough time to apply this technique seen from school schedule where the English language only once a week. Also speech reading will take a long time if applied in teaching materials that have a detailed explanation, such as grammar. From the student's side Deaf student sometimes misunderstand in interpreting lip movement during teaching. The conclusion in this research is basically SLB-B Negeri Tulungagung does not use speech reading as English teaching technique as a whole but as supporting technique.
