M.Pd Keywords: Young Learners, Picture Cards, Vocabulary Teaching English for young learners is an issue because of the implementation English as International language in this globalization era. In Indonesia, English for young learners is still vague, because there is not any curriculum for English in kindergarten. However, some of private kindergarten teach English to their young learners as local subject, include ABA Pelangi Inclusive School. In teaching and learning English, ABA Pelangi Inclusive School use learning with song method and using course book, which these method are not effective in teaching and learning English for young learners. Because of that, ABA Pelangi need a media that are suitable for their pupils and teachers called as picture cards. The formulation of the research problems in this Research and Development were (1) What are the kindergarten students’ needs and teachers’ needs for picture cards in student’s daily routine?, (2) What are the appropriate vocabulary picture cards for kindergarten students and teacher in learning vocabulary?, (3) How are the teachers’ and students’ responses towards the developing of vocabulary picture cards in learning vocabulary? The purposes in this Research and Development were (1) to identify the kindergarten students’ needs and teachers’ needs for picture cards in student’s daily routine, (2) to develop an appropriate vocabulary picture cards for kindergarten students and teacher in learning vocabulary, (3) to know the teachers’ and students’ responses towards the developing of vocabulary picture cards in learning vocabulary. The model of Research and Development that was used in this study was Reeves model, which had been modified. The steps in modified Reeves models that were used in this Research and Development were (1) Analysis of practical problems by researchers and practitioner, (2) Development and design of the product, (3) Evaluation and testing the product, (4) Reflecting and revise the media. The result showed that (1) Pupils and teachers in Kindergarten need English Vocabulary Picture Cards that have colourful paper colours, attractive and eye-catching pictures, a lot of themes that consist of a lot of topics, simple design and easy to understand, proper picture’s label, and a simple descriptive text with its translation in order to help the teachers in teaching and learning English and also develop their English acquisition and knowledge. (2) The specifications of English Vocabulary Picture Cards that was developed are a set of colourful vocabulary cards with attractive and eye-catching pictures and proper picture’s label for the pupils and have description text and its translation that can help the teacher in teaching and learning English and develope their English acquisition and knowledge. English Vocabulary Picture Cards have several themes with several topics, such as animals theme: cat, rabbit, giraffe, tiger, elephant; plants theme: rose, sunflower, jasmine, orchid, tulips; transportations theme: bus, car, train, bike, motorcycle; and occupations theme: teacher, doctor, soldier, farmer, policeman. In short, the total amount of the cards are 20 card pieces which differed into four themes that consist of 5 cards for each theme, and printed in BC Paper and laminated. All of the cards can be used along with the classroom activities and toys for the pupils. (3) In trying out the product, it was found that the pupils gave their natural and positive responses towards English Vocabulary Picture Cards. They paid attention to the class activity and their concentration time are much longer than the usual. It is also found that the teachers love the product because the materials in English Vocabulary Picture Cards appropriate with the materials in the class, which can develop their knowledge and English acquisition, and can be adjusted with the activities in the class.
