Instead, it can manifest in the daily lives of ordinary people. Al-Quran can be used as a starting point for a community movement in dealing with an issue. The issue of women's leadership is one issue that has never subsided highlighted by scientists, interpreters and even ordinary people. Therefore, researchers are interested in examining people's understanding of women's leadership on the basis of al-Quran and al-Sunnah. This research focuses on (1) Muslimat's understanding of the verses about women's leadership, (2) ‘Aisyiyah's understanding of verses about women's leadership, and (3) the similarities and differences between Muslimat and ‘Aisyiyah in understanding verses about women's leadership. The approach used is descriptive qualitative, researchers come directly to the field by asking how Muslimat and ‘Aisyiyah's understanding of Q.S. al-Nisa [4]: 34. The data is divided into primary data, it is the understanding of gender sensitive verses and the progress of Muslimat and ‘Aisyiyah Muslim women's movements obtained by snowball sampling, then researchers conducted in-depth interviews with semi-structured interview guidelines. Data sources are divided into two, namely primary data sources that come from the chairman and secretary and field coordinators or assemblies. While secondary data sources obtained by documentation techniques come from from books about women's leadership, Muslim feminist thinking, and organizational documents both. This research was analyzed inductively and resulted in : an understanding of Muslimat and ‘Aisyiyah who had feminist character in answering the issue of women's ability to be leaders, and had the exception if women were at home as in the tradition of classical scholars, then had interesting statements by adopting these two thoughts. The difference between the two subjects is that in the field of Muslimat politics allows women to be leaders, but according to ‘Aisyiyah, men are better leaders.
